Markdown versions of documentation pages are available by appending `.md` to page URLs; this page is available as [Markdown](https://e-customs.gitbook.io/customs-clearance/e-import/undefined.md). # การชำระค่าภาษีอากร ค่าธรรมเนียม ## การชำระค่าภาษีอากร ค่าธรรมเนียมศุลกากร รายได้อื่น และ/หรือเงินประกันของกรมศุลกากร **การชำระค่าภาษีอากร ค่าธรรมเนียมศุลกากร รายได้อื่น และ/หรือเงินประกันของกรมศุลกากรมี 3 วิธี** 1. การชำระด้วยตนเองที่หน่วยรับชำระเงินทุกที่ของกรมศุลกากร ทั้งการชำระด้วยเงินสด บัตรเดบิต/เครดิต เช็ค (cheque) บัตรภาษี ฯลฯ เมื่อชำระเงินแล้วเจ้าหน้าที่ ณ หน่วยการเงินจะออกใบเสร็จรับเงิน กศก. 122 ให้การสั่งจ่ายแคชเชียร์เช็ค หรือ ดร๊าฟท์ ให้เป็นไปตามประกาศกรมศุลกากร ที่ 19/2552 ลงวันที่ 9 เมษายน 2552 โดยขีดคร่อม และสั่งจ่าย “กรมศุลกากร (พักรายได้) โดย ... (ชื่อผู้นำของเข้า/ผู้ส่งของออก/อื่น ๆ ...” หรือ The Customs Department (Suspension) by … (name of importer/exporter or etc.)…” กับขีดฆ่าคำว่า “ผู้ถือ” ออก 2. การชำระโดยการตัดบัญชีธนาคารของผู้นำของเข้า ผู้ส่งของออก หรือตัวแทนออกของผ่านระบบ e-Payment ที่ได้แจ้งลงทะเบียนธนาคารเพื่อการขอชำระภาษีอากร และ/หรือขอคืนเงินอากรไว้กับกรมศุลกากรตามประกาศกรมศุลกากรที่ 64/2561 หรือ 61/2561 เมื่อตัดบัญชีและได้รับเลขชำระอากรแล้ว ผู้นำของเข้า ผู้ส่งของออก หรือตัวแทนออกของ สามารถพิมพ์ใบเสร็จรับเงินจากระบบอิเล็กทรอนิกส์ของกรมศุลกากร ผ่านระบบ e-Tracking โดยจะได้ใบเสร็จรับเงิน กศก. 123 3. การชำระโดยระบบ e-Bill Payment ตามประกาศกรมศุลกากรที่ 9/2562 เมื่อชำระเงินและได้รับเลขชำระอากรแล้ว ผู้นำของเข้า ผู้ส่งของออก หรือตัวแทนออกของ สามารถพิมพ์ใบเสร็จรับเงินจากระบบอิเล็กทรอนิกส์ของกรมศุลกากร ผ่านระบบ e-Tracking โดยจะได้ใบเสร็จรับเงิน กศก. 123 {% hint style="info" %} **ประกาศกรมศุลกากรที่ 9/2562 เรื่อง การเพิ่มช่องทางการชำระเงินค่าภาษีอากร ค่าธรรมเนียมศุลกากร รายได้อื่นและ/หรือเงินประกัน และการพิมพ์ใบเสร็จรับเงิน กศก.123** ([**ดาวน์โหลด**](http://www.customs.go.th/cont_strc_download_with_docno_date.php?lang=th\&top_menu=menu_homepage\¤t_id=14232832404f505f4b464b4d464b4b)) มีผลบังคับใช้ 14 มกราคม 2562 {% endhint %} ### ระบบ e-Bill Payment ในส่วนของโปรแกรม ECS ต้องใช้โปรแกรมใบขนสินค้าขาเข้า **Version4.0.95** ขึ้นไป โดยมีรายละเอียดของโปรแกรมเพื่อรองรับการชำระเงินในระบบดังกล่าวดังนี้ 1. เพิ่มช่องให้เลือกชำระค่าธรรมเนียมการผ่านพิธีการศุลกากร 200 บาท สำหรับใบขนสินค้าขาเข้าที่มีการชำระค่าอากร เท่ากับ **A โปรแกรมเพิ่มฟอร์มให้พิมพ์สำหรับนำไปชำระเงินในระบบ Bill Payment (แยกออกมาจากใบขนสินค้า) ซึ่งมีรายละเอียดของการชำระเงิน, Barcode, QRCode , เลขที่อ้างอิง 1 และ 2 ตามที่กรมศุลกากรกำหนด ![enter image here](https://github.com/yosarawut/ThaiCustomsClearanceHandbook/raw/master/img/bill-03.png) 3\. เมื่อผู้ใช้งานเลือกขอชำระค่าธรรมเนียมการผ่านพิธีการศุลกากร 200 บาท ในใบขนสินค้า โปรแกรมจะดำเนินการแจ้งกรมศุลกากร ในขั้นตอนการส่งไฟล์ XML ให้กรมศุลกากร ผู้ใช้งานอาจจะไม่เห็นความแตกต่าง เนื่องจากค่าธรรมเนียมดังกล่าวจะไม่มีการคำนวณเพิ่มเติมในหน้าใบขนสินค้า ผู้ใช้ที่ชำระค่าธรรมเนียมผ่านระบบ Bill Payment สามารถเลือก report ชื่อ **Import\_Standard2013\_e-Bill.rpx** เพื่อแสดงข้อความ **"ใบขนสินค้าฉบับนี้ แจ้งชำระค่าธรรมเนียมการผ่านพิธีการศุลกากร 200 บาททางอิเล็กทรอนิกส์"** ถ้าผู้ใช้ไม่ต้องการข้อความดังกล่าว ผู้ใช้สามารถพิมพ์ใบขนสินค้าในรูปแบบปกติได้ ![enter image description ขอให้ผู้ประกอบการตรวจสอบความพร้อมในการใช้งานระบบดังกล่าว \ 5\. ระบบการชำระเงิน e-Payment, Bill Payment ,การชำระค่าธรรมเนียมการผ่านพิธีการ, การพิมพ์ใบเสร็จรับเงิน เป็นทางเลือกในการให้บริการของกรมศุลกากร (ไม่ได้บังคับ) กรณีผู้ประกอบการต้องการใช้งานระบบดังกล่าว ควรศึกษาเรื่องกฎหมาย วิธีปฏิบัติ ที่เกี่ยวข้องเพื่อป้องกันความผิดพลาด \ {% hint style="warning" %} กรณีเลือกการชำระค่าอากร เท่ากับ A (ชำระที่กรมศุลกากร) ถ้าผู้ใช้เลือก **"ชำระค่าธรรมเนียม 200 บาท"** ในใบขนสินค้า ต้องชำระเงินด้วยระบบ Bill Payment เท่านั้น ผู้ประกอบการที่ไม่ได้ใช้ระบบการชำระเงินด้วย
